Outside Santa Fe Port, there are tricycles that can take you to your hotel in Poblacion for 60 PHP (~1 USD). You may also rent a scooter for 300 PHP (~6 USD) per 24 hours.

For vehicles, you need to take the Escalante to Tabuelan route and then drive to Hagnaya Port, where you catch the ferry to Bantayan Island. This can get too costly, so you might want to leave your vehicle at Hagnaya Port.
