Whether you only have a few hours to go around Cebu City or a day to spare, one of the top tourist attractions in Cebu City to include in your itinerary is Tops, a viewpoint in Busay Hills overlooking Cebu City and neighboring towns.
You might be searching for the best way to get to Tops, how much the entrance fee, and what to do. This is the only guide you need!
I have been to Tops more times than I can count. The last time I went there was last week, so you can guarantee you are reading the most up-to-date guide.

Tops Fees 2024
- Entrance fee: 100 PHP (~2 USD)
- Parking fee: 20 PHP (~0.50 USD)
- Two-way bus fare: 100 PHP (~2 USD)
How to Get to Tops
The best way to get to Tops is to take its shuttle bus at Cebu IT Park Transport Terminal (see map). The trip takes about 20 minutes. The shuttle is comfortable enough, though you might feel cramped if they try to fit about 20 people on one trip. The fee is 200 PHP (~3.5 USD), which includes the 100 PHP (~2 USD) entrance fee to Tops.
Alternatively, you can charter a taxi cab from any point in Cebu to Tops. But this would not be cost-effective. For private cars, just use Tops Cebu (see maps) in the directions on Google Maps or Waze.

Restaurants at Tops
The renovation of Tops has brought a lot of restaurants and cafés into the premises. Tops now is no longer just a viewpoint but a foodie destination. Most restaurants open at 10 AM and close at 11 PM.
Here are some of the shops you can check out:

Slushies on a cold night at Tops? I’m down! Tipsy Hut serves a selection of slushies, including their bestselling Mango Tango and Electric Lemonade. From the outside, you will immediately notice its attention-grabbing neon lights.
